Paper Terrorism

"Paper terrorism" is a term given to a range of tactics developed by the sovereign citizen movement to use against their perceived enemies. These tactics typically involve the filing of bogus legal documents or the misuse of legal documents in a way designed to harass, retaliate against or harm police, government officials and others. Common paper terrorism tactics include bogus liens, false IRS 1099 forms, false involuntary bankruptcies and false criminal complaints, among others.
